The ministry of new and renewable energy (MNRE) has amended the guidelines for tariff-based competitive bidding process for procurement of power from grid connected wind-solar hybrid projects in an office memorandum dated 9 March 2022.
Regarding the project commissioning schedule, it said that the projects should be commissioned by the scheduled commissioning date which would be the date as on 24 months from the date of execution of the power purchase agreement or power supply agreement, whichever is later.
“Delay in commissioning beyond the scheduled commissioning period should involve penalties on the hybrid power generator,” added the amended guidelines.
According to the guidelines, the commissioning and partial commissioning of the project will not be declared until the generator demonstrates possession of land.
“For partial commissioning, the portion of land on which the part of the project is commissioned should be with the generator,” it said.
It further added that the tariff will be adopted by the Appropriate Commission within 60 days of such submission. However, any delay in adoption of tariff beyond this period would entail a corresponding extension in scheduled commissioning date.
The amended guidelines also noted that the term ‘procurer’ would mean the distribution licensee or their authorized representative or an intermediary procurer.
In cases where the distribution licensee authorised any agency to carry out the tendering or bidding process on its behalf then the agency will be responsible for fulfilling all the obligations imposed on the procurer during the bidding phase, the ministry added in its guidelines.
